West Midlands Police Issue Reminder on Pet Safety, Leash Laws, and Dog Fouling Responsibilities
Good morning Resident West Midlands Police are reminding dog owners across the region to remain vigilant and responsible when exercising their pets, following a rise in incidents involving uncontrolled dogs, animal-related injuries, and complaints of dog fouling in public spaces.
Keeping Pets Safe in Public The force emphasises that the safety and welfare of pets is a shared responsibility between owners and the community. Even well-behaved animals can react unpredictably, and officers are encouraging residents to take simple precautions such as using appropriate leads, checking park restrictions, and staying aware of other dogs, children, and busy public areas. These measures help reduce the risk of accidents or confrontations. Owners are advised to: Ensure dogs wear a secure collar with identification as required by law. Keep pets hydrated and avoid walking them during extreme weather. Maintain control at all times, particularly around wildlife, livestock, and crowded areas. Microchip pets and keep contact details up to date.
Leash Laws and Control Orders Many parks and open areas allow off-lead exercise, but local Public Space Protection Orders (PSPOs) require dogs to be kept on a lead in certain locations such as children’s play areas, sports pitches during matches, cemeteries, and designated pedestrian zones. Failure to comply with these requirements can result in warnings, fixed-penalty notices, or prosecution. Officers may also instruct an owner to put a dog on a lead if it is considered to be out of control, even in areas where off-lead walking is typically permitted. Leash laws are designed to protect the public and animals alike. Allowing a dog to roam without proper control increases the risk of altercations with other dogs, road accidents, and injuries.
Dog Fouling: A Zero-Tolerance Approach Dog fouling continues to be one of the most frequent complaints received by West Midlands Police and local councils. Failing to pick up after a dog is an offence under PSPO regulations and can result in fines that escalate if unpaid. Owners are expected to carry bags on all walks, dispose of waste in designated or general waste bins, and report persistent fouling hotspots to their local authority. Dog fouling is not only unpleasant but also presents a public health concern. Ensuring waste is collected and properly disposed of is a basic part of responsible ownership.
